CHESAPEAKE BAY
BRIDGE-TUNNEL COMMUTER TOLL IMPACT STUDY<![endif]> Over 67 million commercial passenger vehicles have crossed the 17.6-mile Chesapeake Bay Bridge-Tunnel complex (CBBT) since it opened on April 15, 1964. The Chesapeake Bay Bridge and Tunnel Commission operates the CBBT, which spans the Chesapeake Bay between Virginia Beach and Northampton County, on Virginia’s Eastern Shore. Until March 1, 2002, the one-way toll for a passenger car was $10. There were no provisions for a reduced toll for commuting passenger vehicles; a minimum $20 roundtrip fare applied regardless of the trip’s nature or duration (although school bus and rescue vehicle tolls are reduced or waived). Proponents of a commuter toll insist that it would infuse economic prosperity into the rural, poverty-stricken Eastern Shore. Opponents fear any toll reduction may lead to increased demand for services and natural resources, and a change in the quality of living, as the local population booms. The A-NPDC commissioned the Chesapeake Bay Bridge-Tunnel Commuter Toll Impact Study to assess the repercussions of a reduced toll and to prepare reports regarding existing conditions, trends, assets, resources, and issues of concern. The study team coordinated with the Citizen Advisory Committee and the Bi-County Commuter Toll Impact Study Committee throughout the course of the study to gain input and report interim findings. The study was completed in late October 2001.
